Liquid seaweed as a feed for Bushes and Lawn

I have a container with Seaweed collected last year after the winter storms and has been composting for in excess of 8mths in water.

I've read somewhere the mix for bushes and general approx. 1 part to 3 parts water, but for lawns would it be the same or weaker. Or is that still too strong a mix.

Found the mix must be a min of 10:1 (1 part seaweed to 10 parts water)
