Lock shield valve question

Hi, hoping someone can advise. I have one radiator that is not heating. I have checked that the pin is up on the TRV and the radiator does not need bleeding. After some research on the internet I came across checking that the lock shield valve may need opening. However there is no spindle to adjust it on the make I have see photo. Any ideas? Thanks

when did this radiator last work?

Are all the others hot?

Turn off ALL the others. Does the cold one now heat up?
 
Thanks John. Will try that. Radiator and valves were replaced along with a load of others a little while ago. Don’t think this one ever got warm from memory.
 
Can't see it on your photo but is there a screw inside the hole in the hexagon part? Often requires allen key but sometimes slotted screwdriver. Anti-clockwise to open looking down on it.
