loft insulation / joists

If you top up the insulation up to the level of the joists, can you board over the insulation/joists directly or does there have to be a gap to allow ventilation?

Use 3"x1" flat across the ceiling joists opposite direction to the width of the T&G boards, this will give you the cross air ventialtion and no need to cut out notch for pipe or cable. The centre of the 3"x1" timber will give extra support for the T&G joint.
