loft insulation, no grants available?

Hiya Guys, i have just moved into a two bed semi with no loft insulation whatsoever, i have been told that there are now no grants available, is that the case?
if So it looks like i will have to do it myself, i have been told that you put 100mm between the rafters, and then another 200 on the top in the opposite direction, my question is, my rafters only measure 60mm, and not the usual 100mm, what would be the best way for me to insulate the roof up to current specifications?
