loft ventilation without exterior access to the roof

I'm about to insulate my roof space in the back half of a top floor flat and am worried about subsequent condensation. There are no vents in the roof and it is not possible to access it from the outside. It is a half roof with a party wall on one side and a gable end. The other end butts up against the main body of the house with a solid brick wall.

Can I put some kind of vent into the gable end? Doesn't this mean I would need another vent somewhere else in the roof?

Would some kind of 'vapour permeable underlay' beneath the insulation help, or lining the loft floor with building paper?
