Loop of underfloor heating tube outside of floor

I've owned my house for a few years and lets just say whoever built it had some poor workmanship.

anyway the point is, i have underfloor heating throughout my downstairs in separate loops. at the end of my living room is a walk in cupboard under a mezzanine. in the corner of this walk in cupboard is about 4 coils of the underfloor heating tube (connected still).

The tube is outside of the floor, it comes out and goes back in in the same corner. Now when the heating is on this heats up a lot and basically the cupboard is a radiator.
Can i remove this section of tubing in some way?
I can't think how i could do it.

Im guessing when they laid the tube they had too much and had already buried most of it so just left it above ground in that corner.
