Loose flaky emulsion on old plaster - how to stabilize

I have just cleared out two loft spaces in my house which are fully boarded and plastered but the low ceilings are crumbly and shower down loose bits of paint when touched. What is the best way to stabilise and prime these for a coat of emulsion with or without lining paper first?

Anything you brush or roll over the loose stuff will likely just lift more off and spread it about. You might be better off in the long run just going at it with a scraper and some fine sandpaper.
