losing pressure with towel rails and under floor heating

For a number of weeks I've been topping up the pressure on a Grant Vortex oil boiler running John Guest underfloor heating and a couple of towel rails, I've a few questions as I'm not sure how the system works.
I've rang a couple of heating engineers who have not turned up.
Will the under floor heating be on the same circuit as the towel rails? When the pressure drops the top of the rads are cool.
On the manifold the 2nd from right flow meter there is water dripping from it there seems a crack in the plastic, a few weeks ago I turned it slightly which I thought stopped it leaking , I've realised since that circuit is not working and it is leaking again.
If I can't get an engineer to replace the leaking flow meter is it a job I could do myself?
