Low pressure

The 1st floor flat I rent has an old boiler that works, but the water tank is just about the on the same level as the boiler. Water pressure for the toilet & shower is very poor - 20 min to refill toilet. A triton electric shower has been fitted, its low pressure light is on when no water is running, & it barely forces water away, the head & pump sit level with the water tank.

The landlord has asked a local firm how much to improve everything, they have quoted to replace everything, pipes, the lot.

Could a simple pump from the tank to the shower/toilet do the job, or does the head of water for the boiler require something else?
