Low retaining wall... concrete?

I've got a low retaining wall (50cm above paving) that my builder is advising we build out of concrete. Obviously foundation needs to be concrete but I'm guessing it be cheaper/better to do the rest of the wall in some other way?

I just don't see much online about building retaining walls out of concrete...

Does he mean concrete blocks? For actual concrete he would need to build some wood shuttering.

I built one that size with stone stacked dry.
