Main Stopcock Dripping

Hi I’m a complete novice at plumbing so will probably have to get a qualified plumber out to sort this. Anyone k ow what would be causing this and if it would be an expensive job? (Funds are low to nil)! Thanks very much. Here is a video I took

an easy fix if you know what you are doing but could get messy if you dont, what is that below the stop cock is it a water meter ?

Thanks. I actually got some PTFE tape hoping to fix it last week but I can’t undo the gland as it has seized up.

just close the surestop and replace the valve

Cheers. Got plumber out. But had seized so he got it if and wrapped PTFE around it and fixed. £20.

Well for 3 and a half minutes work £20 was pretty decent.
