Main water supply to house.

My daughter recently bought a house and one issue we have is as follows,

There is a new polyproplyene? (blue) supply pipe under the sink which is fine but there is still the original supply pipe which is stopping the washing machine going back far enough. This pipe is capped and the stop cock is seized solid. What is the best way to find out if this pipe is still live? Is it best to phone United Utilities or whoever and ask if they have a record of this.
Could really do with removing this pipe.

The normal way is to loosen a compression joint.

But sometimes nupties solder a lead pipe closed or something as stupid as that.

If it is lead you can seal the leak by beating it senseless with a hammer.

Can you post a pic? there are many types of pipe it could be.
