main water supply

I am building a front extension and after laying the foundations i have discovered the mains supply to the house has sprung a leak.
I have dug down just on the outside of the foundations which are a metre deep and located the pipe. My question is can i divert the pipe upwards and then into the new extension and reconnected at the stop cock, not sure if the pipe needs to be a certain depth before it enters the house, or will i have to dig the concrete drive up approximately 10 metres and reconnect to the existing pipe.

The branch pipe from the main needs to be at least 750mm below the ground before it enters your house, and then 750mm below the floor until it reaches the stop cock location. At the stopcock it should then come straight up to the stopcock.

(just having a new supply to my house put in at the moment, and this is what the guy from the waterboard told me)
 
Once in side the house it does NOT need to bew 750 mm down but it will need to be insulated if outside the thermal envelope.

So it sounds like i will have dig up the drive way and re-route around the footing and re-connect to the exsisting pipe rather than route it up the outside of the footing and in through the new wall a foot below damp proof level ?
