Mains cable under floor boards

I've just moved into a new house and looking to make a few minor changes. The first is putting in another double socket next to the existing one. I could put in as a spur but for now i would just like to extend the ring.

When I had the floor boards up near the sockets I noticed the mains cable were just 'drapped' along the floor on the rubble underneath the floor joists.

Is this standard practive on ground floors with a joisted floor or you would expect the mains cable to be fed through holes in the joists?

If there's no need to drill a joist, why weaken it by doing so ?

Lazy will simply drape the cables laying on whatever the underfloor substructure is.

I tend to clip side to side joist (although it really isn't required) just to maintain routes and keep away from pipes, Tv, BT, Data, gas services etc.
 
The downside is it may be subject to attack by
