Asked the plumber to come along and fit a Mini Arrestor https://www.screwfix.com/p/sioux-chief-dw660-2j-water-hammer-arrestor-bsp/1492r as every time I closed off the cold water to the sink, basin, toilet and washer a fairly loud thump was heard by my neighbours whom had mentioned this to me. Note: not water hammer as in rattling pipes or funny washers but a thump.

The plumber came along and fitted a Pressure Reducing Valve and set it to 2bar which resolved the thump issue but the cold water flow is really quite low and after turning the pressure up to 3 and 4bar there is still no thump but little improvement in the flow.

I have checked the cold water flow at several of my mates and their cold water flow is certainly greater than mine. I'm all for removing the PRV and fitting the above arrestor but wanted to pass it by my learned friends first.

Is it fitted in the correct flow orientation?
