Make good behind skirting

I've removed the skirting and there's a 2-3" cavity. The skirting about 175mm high. We're not going higher than that. From floor to the where the plaster starts is about 150, so about 25mm overlap.
The problem is the bare brick is in a torrid state and I wont be able to get a fixing into it.
The plaster is lime and I've taken a lot of care to only use breathable materials for the walls. That rules out foam or gypsum based bonding.
I think I'm answering my own question here, but is a lime based mortar or bonding my only solution?
There a massive hole in the corner too. I'm not sure what to do about that.

I'd use some lime mortar mix and a few bricks in holes.
Stick skirting on with foam.
