Making a box for storing stuff in communal cupboard

I'd like to put a few things in my flat's communal electric and plumbing cupboard. I don't want them in my flat or garage. I was thinking empty consumer unit or boxed in thing screwed to floor or just a plastic box left in corner. People do leave odd things lying about and no one moves it. No one rarely goes in cupboard anyhow

IMHO, just no.
It's a service space - it should be kept clear of anything.
Placing anything in there, may get in the way of safely isolating services, in an emergency.
Even if what you store isn't cumbersome, or flammable etc., you may start a precedent to others.
On top of that, the incoming electrical heads have asbestos labels on them - the risk is low, the asbestos flash guards around fuses etc. are small, but why even risk it?
Why not rent some storage space instead?

Under stairs ? The fire brigade take a dim view of people storing things underneath stairs in communal areas.
