I intend to knock out the load bearing wall and put in an RSJ to support the wall above in my 1930's semi. What permissions do I have to get?

what do building regs want? is it just to see calculations to prove the beam is strong enough, or will they want to enter the property to view the actual wofk?

They will want structural calcs for the beam and bearings, and the inspector will most likely want to see the beam before it is boxed in.

On the assumption that the wall is brick, I assume I won't need padstones and I can just level the beam on slate sitting on the original bricks

No. You should always incorporate a padstone to spread the load and reduce the stress on the brickwork immediately under the beam. The building inspector will pull you on this if you don't.
