Knocking through internal wall (not load bearing) - regs???

Hi - sorry if this has been answered previously - we are planning on knocking a space through an internal wall that is not load-bearing - we are not taking the whole wall done, just forming a sizeable "cut out" with steel rsj inserted - q is where do we stand on building regs? Our builder has advised we don't need to get any permissions as it is internal, not load-bearing and not removing the whole wall. The council website is rather vague on the matter and trying to speak to them on the phone has resulted in them suggesting we do need regs - so we are confused. Any advice, experience etc wld be appreciated - thanks.

If the wall is not loadbering why are you sticking an rsj in?

- no idea - we have had 2 separate builders assess the work we want doing, both said non load-bearing wall but both said needed some support - one a said a steel rsj, the other suggested a timber support - perhaps someone cld shed some light on why they suggest support for a non load-bearing wall and again how this might affects building regs. Thanks again.

Is the wall masonry or timber stud? If masonry even though not loadbearing it would still need a lintel but not an rsj as you put it. Or did you just mean a steel lintel?
