Making good on glossed paint

Hi guys, advice if you please :)

I am repainting the staircase in my house (built 1913) and after removing some old telephone wire I started peeling away the top layer of gloss that had built up around it.

Like an itch I had to scratch I peeled this top layer away to reveal an old green paint. The problem is that some of the green has flaked away and I am a bit worried about lead in the paint.

I stopped and coated it with an undercoat/primer. However the areas that where the flaking occurred are lower and will show in the light.

Whats the best fix? Some kind of fine filler and some gentle sanding (is that safe)? Or simply lots of undercoat and two layers of one coat Dulux?

I may be completely wrong here but as far as I know lead isn't that dangerous unless you're eating it. Lead is still a well used product and I've never seen a lead worker wearing anything specifically protective. I'd wear gloves and a mask, but I'd sand it to smooth and cover it.
