masonry painted walls

Is it o.k. to render over walls that have been masonry painted ?
Have had two quotes from local recommended builders.
One says yes providing the walls are prepped first.
The other says definitely no and all the paint has to be removed before rendering.
Also,if the paint does have to be removed first,what would be the best method ?

then apply an adhesive.Can't recall what he said the adhesive was called though
 
Ask him exactly what he's going to do and use this part of job has to be right or it will lead to failure like a house round my way that's been dashed over paint it keeps coming off in chunks they patch it every year or so they might as well take the lot off because its just sitting there with no key, why do you want the walls rendered? If bricks are OK I would leave them ,some people use a slurry over the paint, others do there best to take it off what kind of paint is it?

Thanks for the replies Steve.
It's my mothers house and after 30 years,she's "fed up" with the look.
Not sure what paint has been used.Probably cheap masonry paint,which
has been re-painted 5 or 6 times to my knowledge.
Can't say what the bricks are like,as everything is painted.
What would you suggest is the best way to remove it ?
This sounds as though it's the 'right way'to do it.

If it doesn't simply scrape off then better leaving it on.
 
There are loads of methods needlegun , sandblasting , chemical have a look on YouTube, but if she only wants to have it rendered because she don't like the paint she would be better off leaving it, once rendered you will then have maintain it best to leave as is
