Megaflo cylinders - cold water not available?

Just had a new cylinder fitted but not yet commissioned due to missing blank. whilst I wait for plumber to return, I am without cold water to taps/cisterns.

The megaflo replaced the cold and hot water tanks, so old gravity fed system will soon be mains pressure. However, perplexed that cold water feed goes thru' a balancing valve before going to taps/cisterns. Looked at all the literature but can't find simple drawing of pipe configuration.

Can I have my cold taps/cistern independant of cylinder/balancing valve ??

Yes you can, the reason they do it the way he has is for an balanced cold for showers.

A thinking plumber would cap the pipe to the cylinder and give you cold water
