Melamine comes either as a two part paint/hardener where acid is the catalyst called "acid cat" or one part called "pre cat". You will need a good spray system, preferably HVLP to apply it as it is not really suitable for brush or roller application.
Vinyl silk is not very durable in this situation, you would be better off using oil based eggshell.
