1. They look like quarter turn taps. If so, no washers but will have cartridges.
2. If cartridges you need to get exact matches. With no further information (make, model) you will have to remove a cartridge and:
2.1 Make various measurements (see TapMagician web site) and select correct ones OR
2.2 Take to a decent plumber's merchant and see if they can match.
3. To remove cartridges:
3.1 Turn off hot and cold water. If you are lucky there will be isolation valves under sink.
3.2 Remove indices ("Hot" "Cold" or red blue discs / plugs)
3.3 Undo screw in centre holding handle on.
3.4 Remove handle. Should pull off. May be tight, if so pour very hot water over tap.
3.5 Remove cartridge. Likely to have large brass or chrome hexagon near tap body. Use a spanner as anythin else likely to round nut over. Likely to be tight so repeat hot water trick.
4. Replace cartridges then reverse of above and turn water on.
