Metal paint

Is it too late in the year - too cold/damp - for metal paint to dry outside? What would be the ideal time of year / temperature?

It'll just take longer in cooler temperatures.

Edit:
Just to add, most paints dry due to the solvent evaporating. POR15 dries due to absorption of moisture (I believe) so possible dries better under moist conditions than dry.
