Microbore problems

Hope someone can help me
I have had a plumber supposedly put in some new radiators to my system.
He told me that he had converted the system to 15mm but my radiators upstairs are barely getting warm and the downstairs ones are stone cold.

I have looked under the floorboards upstairs and have found a microbore manifold. The radiators have flow and return valves at opposite ends of the radiators and all that he has done is put 15mm tails to just below the floorboards and then run to the manifold with microbore.

The downstairs radiators are fed from the upstairs manifold via a sinle pair of microbore pipes that are teed into each radiator.

The 22 mm pipes that are at each end of the manifold are hot as are the microbore pipes that come out of the manifold.

Can anyone suggest what the problem might be with the rads not heating up?
Could it be the pump? or are the rad connections wrong?

I dont want to call the plumber back as his spurs damaged my wood flooring.
