The valves are rubbish. They can seize, so turning the plastic tab does nothing. If that's the case remove the tab and use a small spanner.
They often leak when you turn them too. And they often don't quite shut or open properly.
It may be better & cheaper to get a "normal" filling loop installed in the pipes than replace what you have, if there's room.
