micron 50 faulty pcbs?

why does a gloworm micron 50 fire up, when boiler stat is turned off?
2 pcbs produce same fault.

Is that a straightforward boiler - ie not a combi? I assume the boiler stat has an "off" position - they don't all. If so, is the stat a discrete thing or is it just a pot on a pcb?
