Milky Marks on Wooden Floors

Can someone please help. I have wooden floors (burmese teak with an ebony border). I have had painters in and towards the edge of the floor at the skirting boards and other areas I am left with "milky" looking marks on my floors - I have tried cleaning them and have also tried surgical spirit which I read about somewhere but all to no avail. Other than getting them re-sanded again which at the moment I can't afford to do does anyone else have any suggestions as to how I can get these marks off and restore my floor to the way it was.
In general terms though what is the best thing to use to keep my floors clean and with a bit of a shine - I have had so many workmen in they are looking a bit dull. I think they are varnished but not too sure. Thanks
