I would say 150 mm to allow for vaccuuming.
But in practice I put them about 30 mm above the shirting board to allow proper convection behind the radiator IF that looks right in the particular situation.
To a large extent it depends on the rad!
Of course being BOB he may well be asking about cast iron rads in which case its normal to place them ON the floor !!!
