Min height requirement for Cold water mains?

Hi,

Our current cold water pipe runs around the bathroom and into kitchen at a height of 9 inches (approx 23cm) off the floor. Can we drop this down?
We may have to re-site the sink and shower wastes.

Is there a min height that the pipe (15mm) must be above? i.e some building reg...?

Or are we free to resite as we like?
