Minimal hot water from 30 inch element.

This new cylinder replaces one that had the element at the bottom - this too was regarded as providing insufficient hot water. On both of these cylinders the hot water draw-off is at the bottom of the dome, not the top of the cylinder so some water is heated that is never used. Replacing with a horizontal cylinder would get round this problem but would it make enough difference to make the job worthwhile?
