Minimum mains water pressure

When i sat my college course many moons ago i seem to remember being told that a water authority is obliged to supply a minimum mains water pressure to each property it serves. Can anyone tell me if this is true and if so what is this minimum? And how do i test my water pressure.

Our water pressure is fine most of the time but we are in a row of 6 houses and so long as only one of us is using the water at any given time the pressure is fine. Unfortunately when i'm having a shower in a morning the woman two doors down seems to want to use the toilet or fill her kettle or something and as soon as she turns her tap on our pressure drops almost to a trickle. Where do i stand on this? Can we get the water authority to do something about it?

Could these pressure drops damage our combi-boiler as i remember the British Gas rep who priced up the boiler system telling us combi-boilers require a minimum pressure to function properly?
