minimum slope for polycarbonate or plastic sheet roof

Hi

I would like to build a pergola attached to my house and would also like to have a polycarbonate (or some other suitable covering) on top to keep out some of the elements.

Is there a minimum amount of slope I would need to cater for snow and rain ? To stay within 2.5m height (so no planning permission required) I could raise by 30cm on a run of 3m (I think that works out at 5.7 degrees)

Also my garden faces west and is quite exposed at the back so therefore it can at times get a little windy. How well would such a structure cope with some winds.
