Minority Report Law?

Typical knee jerk law will cover a specific situation and potentially catch many other unforeseen ones

How should those in that specific situation be dealt with.

I just did a Google AI. Apparently, the penalties are not exactly the same.

One of the few points I remember about criminal law is that the mens rea for attempted murder is intention to kill, whereas the mens rea for murder is either intention to kill or intention to cause GBH.
I think you missed a bit there ;)

Murder - requires there to be an unlawful killing.
GBH with intent - carries life.
Attempted murder - carries life
and of course murder carries life.

How should those in that specific situation be dealt with.
Not by a drag net law. It’s an after the event politicians attempt to say look we’ve done something. It won’t stop the mad and the bad because they will avoid detection. Next stop detention without trial because somebody looks funny. And it affects the right as much as the left.

In the relevant example it didn't need a change of law. Prevent was created to address Islamic terrorism, it has broadened out to cover all sorts of terrorism, but since there was no ideology they just ignored the case in question.

Already in the law for somebody who 'looks funny'...

"Part 4 of the Anti-Terrorism Crime and Security Act 2001 (ATCSA) allows for the indefinite detention of foreign nationals designated as terror suspects. Those currently detained without charge under it have no expectation of release. Their detention amounts to internment with no end in sight"
