One of the few points I remember about criminal law is that the mens rea for attempted murder is intention to kill, whereas the mens rea for murder is either intention to kill or intention to cause GBH.
Not by a drag net law. It’s an after the event politicians attempt to say look we’ve done something. It won’t stop the mad and the bad because they will avoid detection. Next stop detention without trial because somebody looks funny. And it affects the right as much as the left.

In the relevant example it didn't need a change of law. Prevent was created to address Islamic terrorism, it has broadened out to cover all sorts of terrorism, but since there was no ideology they just ignored the case in question.
