Missing mortar at base of wall

The cement and stone render on the outside wall of my 1820's cottage has always gone down into the surrounding earth. As far as I can see this is allowing damp to bridge the chemical damp proof course that was apparently installed many years ago. I decided to remove the render from the bottom couple of bricks. However, having started to do so I was shocked to discover that the bricks behind the render have no mortar between them, just wet earth. I'm now not sure how to proceed. Should I just rake out the mud and re mortar or should I get professional advice, and if so, who would be the best type of person to contact?
