Missing mushroom vent cowl?

Hi all,
Moved to a new house and there are six roof vents for extractor fans etc, two of which appear to be missing the mushroom vent cowls to keep the rain out.

From ground level, the two appear not to have anything on top, although I'm not sure if they might be sealed off? There's no problem with water ingress and the other houses on the estate also have "missing" cowls on some of the vents.

So before I hire a roofer, am I wrongly assuming that the two vents need cowls? Could they be sealed off or a different type of cowl? And would I have noticed water ingress if something was indeed wrong?

Can you elaborate? To me, it looks like I have two out of six vertical pipes with nothing covering the tops, which would let rain straight in.
