Mist coat on new plaster

I know new plaster needs 4-6 weeks to dry, but I need to crack on with the project and wondered if there was an acceptable moisture content level before mist coat and paint?

Currently the walls appear visually dry, but are showing around 9-11% moisture content.

Any guidance/experience on when is dry enough? The non plastered walls are 0-1%
 
If it is uniformly dry, a light pink, should be fine, if there darker patches wait.

I have never used a mist coat on plaster new or otherwise, just made sure it it is dry and used a good quality paint, and not had any problems.

A mist can help identify imperfections in the plaster that need to be rubbed down. It's not easy to rub down full strength paint.
