Recently had a room plastered, plaster didn't dry up in one spot which I came to realise was due to blocked gutter
Problem sorted now but patch was still wet, told decorator to leave that area until we can dry which will be visible by change in colour
For some reason he applied just coat to this area too as he did to rest of room which is dry
What would be the best option now,it has slightly yellow marks and how can I tell if dried or not
He plans to put heat on it before applying topcoat, is this correct?
