Mist paint or BINS new plaster first?

Hi all,

We had a bedroom plastered in our new house. Then a heavy rain storm highlighted a bad chimney and the new wall had water patches which have dried our now.

We are now ready to decorate the room but the plaster needs to be sealed.

so my question to the experts is:

should I bins the wall where the stains are then mist or visa versa.

we a planning to use 1400 lining paper then paint the room.
