misty wooden double glazed windows

I have some wooden framed double glazed windows that have condensation between the panes. Is it possible to
1) remove the interior pane by chipping away at the putty.
2) clean the windows and dry then thoroughly
3) Apply a silicone bead around the interior
4) replace the pane and seal with putty again?

Or is this just madness?

Very tricky to do and more likely it will break the glass as there are stuck to the internal spacer bar, quicker to have another unit made up.
