It's not a washer, it'll be o-rings. Adjustable spanner and undo the shroud then the spout will pull up and out.
hard to say with just a pic, maybe try a 34mm jaw size, normaly next up from your 10" (12").

OK, so next size up again 15", 42mm jaws I think

If you have to buy a spanner then source some o rings,grease etc.
Consider changing the complete tap if you have the tools for that.
Or call in a plumber to fit new o rings better still buy a new tap and get a plumber to install it.
