Mortar problem.

Hi guys. Builder bloke bricked up where an old flue had been for me. Only about a dozen bricks but the mortar (sand and cement) is 'orribly the wrong colour and its fallen to me to put it right. The bricks are red stocks and the mortar, although only 15 years or so old, looks like plain sand! Does that mean its lime based? Its an extension to match the attached 19th century cottage.
So two questions- is there a drill type attachment I can get to rake it out?
And, how do i get that really light sandy colour mix.
