Moving a wall light

Good afternoon all.

I'm looking to move a wall light about 1M to the right of where it is currently sat (the door opens and only just avoids hitting the bulb, and we want to put a shade on it).

I've just opened the light up and can see that the person that did it previously rant he cable down through the wall without any conduit, and it's just popping up through the plaster.

My question is.

a) Is it possible to join this cable in the wall and plaster over (from previous posts and comments I'm guessing this is not possible), would this be against building control.

b) If I put a wall box and blanking plate there, I assume it would be acceptable to joint he cable in there.

c) is it a building control requirement to put cables through conduit?

Building control have nothing to do with this. It is electrical safety.

Perfectly OK providing the cables run vertyically or horizontally from the light fitting. Capping is not mandatory, just think of it as a long cable cleat.

not if the cable is going to do a right angle turn to the new position.

Yes, but the blanking plate has to stay on the wall to denote where the cables are.

The best way would be to chase the cables down the wall at the new position, but then you'll have to do some replastering & painting.
Maybe a worthwhile project instead of watching the happy couple?
