Moving drains

Can I move an underground pipe that take the storm water from my guttering to the main drain. I want to move it about 3 meters. Can I just extend the pipe? Or are there regulations etc
 
Not sure if it difference planning rules in difference location or what year is your property.In our area we cannot use storm water into our drains,only soakaway 3 metres away from building.
