moving soil pipe in dormer

I have a question regarding soil pipes - I read that moving soil pipes are not covered by PD - is this correct.

I want to add a dormer (size of which is under PD) which will involve moving the existing bathroom and the soil pipe - am I likely to run into problems with planners. I am concerned since I don't think my neighbours will be happy with the plans and are likely to object.

As far as I’m aware, neighbours can’t object to PD as long as what you’re doing falls within the rules. I would advise you first check & confirm that your dormer falls within your PD rights (I don’t know off hand), this will avoid you making any expensive mistakes due to missunderstanding the rules or if your PD rights have been previously removed.

The work you do under PD must also comply with Building Regulations, the two are completely different & your neighbours can't object to work required to meet Building Regulations. Moving your bathroom & the soil stack is notifyable work which must comply with several Building Regulations, involve a Building Notice submission & probably inspection.
