My hot water is not quite as hot.

We have a Combi boiler, 20kw baxi of some sort. The last couple of days the hot water has gone from scalding to just very hot, you can just hold your hand under the tap. Temperature is constant, no sign or overheating cut out.

It's been regularly serviced and both heat exchangers recently replaced and the system purged.

Could it just be the colder weather means it cannot heat a hot tap on full blast as the water is cooler, is that something that happens?

Yes, the water coming up through the pipes in the ground will be colder, so with a similar flow - your hot water will not be quite as hot. You might be able to get it hotter, by reducing the flow a little at the tap.
