Narrow top access panel for wall mounted taps?

Wondering if I can get an idea as to the minimum space necessary to access my bath wall mounted taps from above in the event of needing to change them in the future.

Where the bath is going I plan to build a timber frame out from the wall, approx 1m high and so create a top shelf. The bath will go against it and the wall-mounted taps will come out from the void. Ideally I'd like to avoid a front access panel and wondered if access from above would be workable by having a removable top shelf. Roughly like this but tiled.

My tiles will be 20cm so I was hoping to get away with that depth for the shelf, but obviously the 2 x 2 timber frame would restrict things.

The hot pipe runs in from above so I don't imagine that would be a problem but the cold pipe enters from below.

I've looked online and come across a clawfoot spanner and wonder if that's all that you'd need to get to the bottom inlet. If it's to be avoided at all costs then I'll try to work out front access but I'm hoping there's a way in from above. Thanks
