Need for air brick and best insulation for new wooden floor

I am just about to fix new Oak T&G floorboards to 3" x 2" joists on a solid concrete ground floor in my lounge and I wondered if I need to ensure any kind of air circulation such as an air brick or other :?:

I also wondered what the best form of insulation would be to fit between the joists to reduce echo and also heat loss.

Why would you first install battens on a concrete floor and then worry about echoing? Is you concrete floor level? If so, install floating on 3 - 5mm underlayment with dpm or bond fully to concrete floor with modern parquet adhesive like lecol5500 or MAPEI P990
 
Sorry I should have explained.

I had to install battens to raise the level of the floor to meet limestone slabs that have been laid in the rest of the house. There will be a step up from the other part of the lounge which will be carpeted.
